Marc Hoskins

President, Chief Executive Officer

Marc Hoskins is the President and CEO of Hoskins & Associates LLC (H&A), a lobbying, consulting, and mediation firm based in Galveston, Texas. Since 2004, H&A has distinguished itself by serving clients across Texas. Marc has collaborated with professionals who understand Texas Politics and who have engaged in all aspects of the legislative process. H&A has represented clients on the municipal, county, and state level effectively.

During the 80th Legislative Session, H&A represented the Texas Package Stores Association, who ultimately succeeded in preserving the Texas Alcoholic Beverages Codes. Through careful alliance building and consultations with the House Committee on Licensing and Administrative Procedures, and members of the Senate Committee on Business and Commerce, the retailers and other stakeholders kept the 3-tier system in place. In 2007, H&A represented Hythaim Inc., a health care services management company who received a “Vendor Specific” appropriation of $2 million from the state through the Texas Department of Criminal Justice.

During the 79th Legislative Session, H&A crafted legislation and lobbied the Legislature to pass House Bill 2618 (HB 2618) and helped Galveston County to save 12.5 million dollars in the first year that would have been expended to provide healthcare to indigent persons. That same year, Hoskins & Associates also represented One Church, One Child of Dallas / Fort Worth. The organization received $1.5 million for the biennium. It was the first time that the state contracted with an adoption agency that specialized in minority adoption and foster care.

Marc was elected to the Galveston City Council and served as the Ex-Officio member on the Intermodal Transportation Committee (ITC). He was named as a Director on the Houston-Galveston Area Council of Governments and as worked with several agencies/organizations including the Texas Department of Transportation, Gulf Coast Small Business Finance Corporation, and the Building Board of Adjustments. Marc has a B.A. in Political Science from Lamar University, and has completed the Environmental Alternative Dispute Resolution course offered by Texas A&M Galveston.
